The occasion was signalized socially by a public dinner, attended by the Provost and Magistrates of Inverness, the presby. and parishioners generally. Mr. L. has now been upwards of 13 yrs. at Inverness, and during all that time in the forefront of every good work, philanthropic and educational, as well as ecclesiastical. He is a mem. of both Burg and Landward Sch. Bds.; on the Council of the Northern Counties' Coll. Sch.; Chairman of the Science and Arts Comte.; Chaplain of the Highland Volunteer Arty. Brigade; and, only lately, was returned at the head of the poll in his ward for the recently created parish council. It must bo pleasing to Mr. L.'s numerous friends in the Dom., that with all these parochial duties to discharge, he has found time to advocate, all over the North of Scot, and elsewhere, the claims of Can., and especially the great N.-W., as a desirable field for emigration. He has twice visited Can. since leaving it--in 1884, as a mem. of the Brit. Assn., and in 1892, as one of the Ch. of Scot, delegates to the 5th Genl. Council of the Alliance of the Reformed Chs., held in Toronto. He m. June 13, 1865, Frances Mary, dan. of Jas. With each succeeding year it has been his earnest endeavour to increase the usefulness of each Department, while adding others of a cognate character, with a view of rendering the work a substantial and trustworthy record of Canadian events for the period of time which it is intended to cover. Til PREFACE. In concluding the preface to the first volume of The DoM t NiON Annual Register and Review, the Editor assured his readers that no trouble or pains would be spared to make it a work of permanent historical importance, replete with information on subjects of general interest, thoroughly impartial in its narration of events, and perfectly reliable in its data and its statements of fact. The hearty and unanimous endorsation which the work received from the press of the country, and the kind and encouraging words of approval accorded to the Editor by the leaders of political parties and by literary and public men generally, proved that the first volume, at all events, had justified the anticipations of his friends and had supplied an urgent public want. In presenting the volume of the Register for the year 1879 a year pregnant with events and measures of vital interest to the people of this Dominion the Editor would direct the attention of his readers to the record of political events, which will bo found to embrace not merely the political history of ISTS but a review of the Pacific Railway question from its inception, including the acquisition and system of administering the public lands of the Dominion; to the history of Education in the Dominion; the review of the progress of Literature and A rt; and to the very full 5hapter on the Militia, as well as other titles and subjects which were not treated of in the first volume. But few words are necessary in presenting the fourth volume of The Dominion Annual Register and Review to the public. Following out his plan of yearly improvement, the Editor hopes.he has not failed in his endeavours on the present occasion. The Political History of the year will be found to be much fuller and more comprehensive than heretofore. It is intended to enlarge this portion of the work in succeeding volumes, by extending the account not only of Dominion, but of Provincial Legislation. The addition to the Journal of Ptemarkable Occurrences of condensed accounts of fires, accidents, c., will, the Editor trusts, add to the utility of the Register as a work of ready reference. He hopes this will also be found to be the case with regard to the Miscellaneous Statistics and other I nformation. By the alphabetical plan, as arranged in the present volume, reference to the Index becomes unnecessary. The Statistics are compiled to the latest date, and having been collated from official documents, may in all cases be relied on. The Election Returns of the year will be found in the A ppendix, and for purposes of comparison, c., it has been deemed advisable to add in a Supplement the Returns relating to the General Elections in Ontario and Manitoba, held in the early part of the present year. The figures in these Returns have in all cases been obtained from official sources. It will please the early friends and supporters of the Register to know that the work yearly gathers material strength, not only at home but abroad. New subscribers are being daily added to the list, which now embraces names from all portions of the civilized world. This is one indication, and no uncertain one, the Editor ventures to think, of the increasing greatness of the Dominion of the West. The Editor has much pleasure in presenting the fifth volume of the Dominion Annual Register and Review to the public, to whose arous assistance in making the work a permanent fact he is most deeply indebted. With each succeeding year it has been his earnest endeavour to increase the usefulness of each Department, while adding others of a cognate character, with a view of rendering the work substantial and trustworthy record of Canadian events for the period of time which it is intended to cover. Several new features of a statistical and general character have been introduced in the present volume, which will be found alike useful for reference by those connected with the financial institutions of the country and the public at large. The data with respect to the living public personages of Canada, which appears in the Register for the first time, has demanded much labour and time in its compilation and arrangement, and will henceforth be a permanent feature. These data will doubtless prove serviceable to the public men throughout the Dominion, and to those interested in their history. It is gratifying to find that the Register and Review is growing annually in popular favour, not alone on the part of the Canadian public, but also on the part of many enlightened persons abroad and in the most distant colonies of the Empire. In presenting The Dominion Annual Register and Review for 1884, to its friends, the Editor bespeaks for the new volume the same measure of public support that has been extended to past issues of the work. The Register is now in the eighth year of its existence. It was founded at the suggestion of many leading public men, who had long felt the want of a reliable work of reference of its class. The Editor believes that the want referred to has been met and supplied by the present publication. The press of the country, both Liberal and Conservative, almost without exception, has commended the work ;and individual opinion has been enthusiastic in its favour. The Editor will continue to add to and improve the Register ;and the volume now produced will, he ventures to hope, be found second to none of its class in any country. The marked characteristics of the Register are unswerving impartiality in the record of political events, and thorough accuracy in regard to all statistics and matters of general information; and it is needless to state that every effort will be made by the Editor to maintain the high standing in these respects which his book has already obtained. In the present volume it will be observed that several Departments, including that embracing biographical data respecting living Canadian public men, have been considerably extended and enlarged. It is intended to make the Department last named a permanent feature of the Register, and to include in it a notice of every leading Canadian public man of the day. Contributions to this and to every other Department of the Register are cordially invited.
