Howard, Henry Clay was born on November 14, 1860 in Mount Sterling, Kentucky, United States. Son of Henry Clay and Elizabeth Payne (Lewis) Howard.

Education

Educated private schools. Bachelor of Laws (class president), Columbian (now George Washington University, 1884, Master of Laws, 1885.

Career

Admitted to bar, 1885. Practiced at Paris, Kentucky, since 1887. Company judge Bourbon Company, Kentucky, 1894-1898.

Referee in bankruptcy, 1898-1911. Chairman Republican State Campaign Committee, 1909, 1910. Envoy Extraordinary anu Minister Plenipotentiary to Peru, March 4, 1911-September 9, 1913.

Appointed judge Circuit Court, 14th Judicial District of Kentucky, to fill vacancy, February 1923. Home: Paris, Ky.
