Riggs, Henry Earle was born on May 8, 1865 in Lawrence, Kansas, United States. Son of Judge Samuel Agnew and Catharine (Earle) Riggs.

Education

Bachelor of Arts, University of Kansas, 1886. Civil Engineer, University of Michigan, 1910. Doctor Engineering, 1937.

Career

Department Burlington and A.T.&San Francisco rys., 1886-1890. Chief engineer Toledo, Ann Arbor & North. Michigan Railway, 1890-1896. In private practice as consulting and designing engineer as member Riggs & Sherman, 1896-1912.

Professor and head department of civil engineering, University of Michigan, May 1, 1912-June 30, 1930, honorary professor civil engineering since 1930.

Retired; acted as construction engineering in various cases for railroad commissions of several states and for cities in a number of states, 1916-1921. Construction engineering on railroad grade separation for city of Detroit, 1915-1920.

Has devoted much time since 1920 to the subject of depreciation in connection with railroads, electric and gas utilities. In connection with valuation and recapture proceedings has represented a number of carriers, including Illinois Central System, New York Central System, Union Pacific System, Frisco, Norfolk & Western, Virginian and Chesapeake & Ohio.

Has also been retained in cases involving Detroit Edison Company, Alabama Power Company, Georgia Power Company, Carolina Power and Light Company, South Carolina Power Company.
