Preparatory education in Kentucky, and at Peekskill Military Academy, and Georgetown College, Master of Arts, 1898. Graduated from the United States Military Academy, 1882. Doctor of Laws, Lincoln Memorial University, 1915, Georgetown, 1922.

Commissioned Second lieutenant 2d Cavalry, June 13, 1882. Promoted through grades lieutenant colonel, volumes, 1901, and to brigadier general regular army, 1917. Major general North.A., August 5, 1917.
Major general, March 6, 1921.
Retired April 13, 1923. Instructor United States Military Academy, 1888-1890.
Military attache Russia, 1890-1895, Germany, 1897-1898. Served in Santiago campaign as major and adjutant general, in Philippines at lieutenant colonel 43d Regiment.
Governor Island of Leyte, April-July, 1901.
Started organization of Philippine constabulary, July 1901, as its chief Brigadier general and chief of constabulary by act of Congress, January 1903. Later lieutenant colonel General Staff in charge of cavalry section.
With Mexican Punitive Expedition, 1916.
Assigned commander 90th Division, Camp Travis, Texas, September 1917. Appointed commander 90th Division, American Expeditionary Force, September 1917, participating in Toul sector, Saint Mihiel and Meuse-Argonne offensives.
Assigned as commander 8th Army Corps, November 24, 1918, 9th A.C. (before Christ), April 20, 1919, 7th A.C. (before Christ), May 5, 1919. Appointed commander American Forces in Germany, July 2, 1919.
