Career
In 1930-1933 he was either the Secretary to the Government of India Foreign Department or Home Secretary and in the latter capacity correspondent of Mahatma Gandhi. On being appointed a governor, he also became the Knight Commander of the Order of the Star of India. In 1938 he became League of Nations" High Commissioner for Refugees, and Director of the Inter-Governmental Committee on Refugees, dealing primarily with Russian and European Jewish refugees.
He was an active writer, recording local customs and publicizing his opinions.
