Herman Rosenthal was born in Friedrichsstadt (now Jaunjelgava), province of Courland, then part of Russia, a son of Moritz Rosenthal and Pauline Birkhahn.
He was educated at the district school in Bausk and the progymnasium in Jakobstadt, both in Courland. He soon acquired a phenomenal command of Hebrew, German, and Russian, and was equally at home in the literature of all three languages.
At the age of sixteen Rosenthal commenced writing poetry of his own and translating into German the poems of famous Russian poets. In 1870 he published a collection of poems, Gedichte, while he was employed in a printing establishment in Krementchug, Russia. During this period he was also a contributor to Hameliz and other Hebrew periodicals, and in 1872 he published a humorous story, Die wunderliche Kur.
Four years later he assisted in founding a Russian daily, Zarya, in Kiev. He served in the Russian Red Cross during the Russo-Turkish war. Soon after his arrival in the United States in 1881 Rosenthal began to carry out a long-cherished plan to found agricultural colonies for Russian Jews who had been compelled to emigrate to the United States due to the repressions of the Czarist regime.
While still in Russia he had been deeply interested in the promotion of culture among the Jews, and in the United States he desired to further these efforts along economic lines. He succeeded in founding the first agricultural colony of Russian Jews in Louisiana in December 1881. Soon afterward he organized another in South Dakota, and in 1891 took a prominent part in the administration of a settlement in Woodbine. N. J. He also identified himself with other movements and societies for the furtherance of liberty and enlightenment, but his chief services were enlisted on behalf of his co-religionists.
As German poet, English essayist, Hebrew and Russian scholar, he used all four languages to fight for his ideals, to ease the burden of the oppressed, and to shed light upon the history and achievements of the Jews in Russia and Poland. In 1887 and 1888 Rosenthal was in the book trade, but gave up business to become chief statistician for the Edison Electric Company.
At the request of James Jerome Hill, he went to Japan, China, and Korea, 1892-93, to investigate economic conditions and trade in the interests of the Great Northern Railway. In 1894 he was appointed chief of the discharging department of the Immigration Bureau at Ellis Island. In 1898 he accepted the post of chief of the Slavonic division at the New York Public Library, which he held until his death. Rosenthal was a contributor to the Staatszeitung and the Outlook in New York, and to other periodicals. Together with Abraham Hayyim Rosenberg, he edited a Hebrew monthly, Ha-modia le-hodashim, from 1900 to 1902.
In 1900 he became a member of the editorial board of the Jewish Encyclopedia as chief of the Russian department, and his historical knowledge, his brilliant style, and linguistic proficiency were of high value to this great enterprise. He rendered into German verse the book Ecclesiastes, Worte des Sammlers (1885); Song of Songs, Lied der Lieder (1893); was the author of Spetherbstnebel, Poems (1906); Report on Japan, China and Corea (1893); A List of Russian, other Slavonic and Baltic Periodicals in the New York Public Library (1916); and translated into English Hugo Ganz' The Land of Riddles (1904), and the Memoirs of a Russian Governor, Prince Serge Dmitriyevich Urussov (1908).

In June 1864 Rosenthal was married to Anna Rosenthal of Vilna. Their two sons survived him.
