Hibi was born in 1860 in Japan.
After graduating from Keio Gijuku, predecessor of Keio university (1884), he joined the Horikoshi Muslin Company, then the Mitsui Bank and was promoted to deputy manager of its head office. Was appointed business manager of the Mitsui Store (predecessor of the Mitsu-koshi Department Store) in 1900. After the Russo-Japanese War (1904-5), when the Mitsui Store was reorganized into a department store, he became its president and made it the largest department store in Japan. Was also a director of the Tei- koku Gekijo (Imperial Theater).
Born the second son of a retainer of the Kurume Clan (Kyushu) named Takei, he was adopted as heir by the Hibi family.
