Was a member of the crew of the Kanrin Maru, a Shogunate steamship, when it crossed the Pacific (1860) with a Shogunate mission to the United States, headed by Masaoki Shimmi, on board. Returned to Japan on the same ship the following year. This was the first ocean voyage made by a Japanese warship. When the Shogunate built a 60-horsepower steamship (the Chiyoda type)(1861) , he designed the engine for it. It was the first steamship built by Japanese. When the Shogunate attacked the (Cho- shu) Clan (Yamaguchi Prefecture) (1866), he was on board the Warship Fujisan which bombarded its coasts. After the collapse of the Shogunate, he served in the Imperial Government, becoming an official in charge of naval affairs (1869). Was a member of the Japanese delegation which visited Europe and the United States(1871) . Appoined Director General of Naval Engineering (1882) and Director General of the Imperial Household Ministry Provisions Bureau.
