Served successively as administrative official of Agricultural and Commerce Ministry and Patent Bureau, administrative official of Agricultural & Forestry Ministry, chief of Finance, Secretariat and Accounting sections of Economic & Welfare Department, director of Rice Bureau and Economic & Welfare Department, chief of the 4th Department of Planning Board and directorgeneral of Price Bureau.
Retired from government service (1942) and then became president of Teikoku Yuryo Tosei Kaisha (Teikoku Oil Quantity Control Company) and chief director of Yushi Toseikai (Oil & Fat Control Society). Elected to House of Representatives (1947).
Appointed Agriculture & Forestry Minister and State Minister in the 2nd Yoshida Cabinet and chokan (director) of Economic Stabilization Board (1948). Reelected to House of Representatives (1949). Appointed State Minister and somu chokan (director-general) of Economic Stabilization Board and director of Reparation Agency (1951). Became counselor of Political Affairs Research Committee of Liberal Party (1951). Made inspection tours of Europe, America, Manchuria and China.
