Hikojiro was born in 1854 in Ōita Prefecture, Japan. His mother was a sister of Yukichi Fukuzawa, celebrated educationist of the Meiji Era.
Went to Tokyo as a youth and studied at Fukuzawa's Keio Gijuku, predecessor of Keio University. In 1874 he went to Britain for study together with Shinkichi Koizumi.
His ability recognized by Kaoru Inoue while in Britain, he was given a position in the Foreign Office by Inoue after he returned to Japan. He resigned when a number of Keio graduates were dismissed from government service for involvement in a scandal connected with the disposal of government properties. In 1882 he started together with Yukichi Fukuzawa the newspaper "Jiji Shimpo" and became its editor-in-chief. Later in 1891 he became president of the Sanyo Railway Company and a director of the Mitsui Bank. One of the businessraen who founded the Mitsui zaibatsu, he was an executive of various business firms.
