He graduated from the Law Department of Tokyo University (1939) and joined the Ministry of Foreign Affairs, assigned to duty in France.
Became third secretary of the Japanese Legation in Sweden (1945). After the war, assigned to various sections in the Foreign Ministry. In 19-50, dispatched to the International High-frequency Broadcasting Conference in Italy.
Appointed chief of the International Cooperation Bureau' s 2nd section (1951), and chief of the 6th section of the Economic Bureau of the Foreign Office (1953).
