Commissioned second-lieutenant (1873). Served in the Sino-Japanese War (1894-5) with distinction as captain of the warship Yaeyama. Shortly afterward, his ship chased a British merchantman suspected of carrying Liu Yung-fu, a Chinese bandit fleeing from Formosa. Hirayama's ship caught up with the British ship in the port of Amoy and his crewmen boarded the ship and conducted a search fo r the man. They could not find Liu and the British Government protested against the search under terms of international law. Hirayama resigned, assuming responsibility for it.
Was appointed Director of the Tokyo Marine School (1896).
