Hiromori Hayashi was born in Osaka the third son of Hiromichi Hayashi.
He passed the examination for Court musicians with a full mark in 1865. This was a feat quite rare since the Genroku Era (1688-1703).
Moved to Tokyo (1869) and became a leading Court musician. Appointed chief of the Music Department of the Imperial Household Ministry (1888). The national anthem of Japan was composed by him (1880).
Later he became son-in-law of his uncle, Hironari Hayashi.
