Hiromoto was appointed by Yoritomo as chief secretary of Kumonjo (later Mandokoro). At his recommendation, Yoritomo maintained a nation wide network of military police, which consisted of Shugo (provincial heads) and jito (local administrators). After the Minamotos were replaced by the Hojos in power, Hiromoto helped the Hojos. When the Jokyu Civil War (war between ex-Emperor Gotoba and the Hojos) broke out in 1221, the Shogunate sent a large expeditionary force led by Yasutoki Hojo against the Imperial Court in Kyoto at the advice of Hiromoto.
