Hironaka Kono was a devoted supporter of the Emperor system. During the Boshin-no-Eki (struggle prior to Meiji Restoration in 1868) he urged his clan not to go against the Emperor. Together with Kenkichi Kataoka and others organized a committee to draw up plans for the introduction of a parliamentary system in this country in 1880. For his scathing criticism of Governor Michitsune Mishima in connection with the Fukushima affair he was imprisoned in 1883 and was pardoned later.
Hironaka Kono was Chairman of the Diet when the body was formed in 1903, and in his inaugural address censured the Katsura Government, which resulted in the Diet being dissolved. This is an important event in the history of the Diet.
He was a leading figure in the Kenseikai Party and was Minister of Agriculture and Commerce.
