Hirose Semmnaro was born in 1855.
Studied at the Meirindo, a school of the clan.
In 1881, he became a member of a committee to provide former retainers of the clan with employment in Hokkaido, at the request of the Maoda family, the former feudal lord of the clan. He later organized in Ishikawa Prefecture the Eishmsha Society, a political group, together with Hidekage Endo and other friends. Participated in the founding of the Osaka Mainichi Shimbun (1886), together with Shiro Shiba. Was a close friend of Shojiro Goto, who followed his advice in his many political moves. He then helped organize the Taiseikai Society, a nationalistic organization led by Tomofusa Sasaki. The society developed into the Kokumin Kyokai Society, whose members advocated strong foreign policy. He was an influential man behind the political scenes of Meiji and Taisho Eras, seldom appearing on the surface.
