Hisanobu Samejima was born in 1847 in Japan.
Hisanobu Samejima was a retainer of the Satsuma Clan (Kagoshima Prefecture), he was known as an able student. In 1865, he smuggled himself to Britain under the alias of Chuhei Noda and learned about Western civilization.
After returning to his province (1868) he became a judge in charge of foreign affairs of the Imperial Government and then Councilor of Tokyo. He was appointed a senior secretary of the Foreign Office (1870) and served in Britain, France and Germany. Hisanobu Samejima was Minister to France (1873-1874) and Minister to France and concurrently Belgium, Portugal and Spain (1878-1880). He died while serving in Paris.
