Hisao Tanaka was born in 1905 in Mie, Japan.
He graduated from Commercial Department of Kansai University (1938).
He became member of Headquarters of Kokumin Doshikai (People's Comrades Party), private secretary to Sanji Muto and director of Yokohama Sales Bureau of Jiji Shimpo (newspaper) (1932). He entered Kanebo Company (1934) and became manager of Tohoku Sales Agency and director of that company (1942). He became auditor of Kanegafuchi Morioko Industrial Company (1943), chief director of Sendai City Textiles Control Association, superintendent of Akashi Plant of kanegafuchi Industrial Company (1934) and president of Tokai Aeronautical Company (1951).
He was elected twice to House of Representatives (1952 and 1953).
