Son of a retainer of the Aizu Clan (Fukushima Prefecture).

He was among the clan’s retainers who fought in Aizu Castle against Imperial forces in the civil war of the Meiji Restoration (1868). He founded the Hyoron Shimbun newspaper (1874) and wrote articles criticizing the government. When Issei Maebara made an attempt to revolt in Hagi, Yamaguchi Prefecture (1876), he plotted to respond to it by revolting in Chiba. His plot was exposed by the government and he was imprisoned. He died in prison.
