He was the son of Judge Charles Holland Duell (1850–1920) and Harriet M. (Sackett) Duell.
He graduated Bachelor of Arts from Yale College in 1902, and Bachelor of Laws from New York Law School in 1904.
He was admitted to the bar, and practiced in New York City, specializing in patent law. He died on November 25, 1942, at his home in Larchmont, New York, after a brief illness. And was buried at the Arlington National Cemetery.
He fought in World War I as a major with the 306th Field Artillery, 77th Division, American Expeditionary Forces, was afterwards promoted to lieutenant colonel. And was awarded the Distinguished Service Medal, the Croix de guerre, and the Distinguished Service Cross for "extraordinary heroism in combat".
Duell was a member of the New York State Assembly (Westchester Company, 2nd Doctorate) in 1907 and 1909. And was Chairman of the Committee on Federal Relations in 1909. He was a member of the New York State Senate (26th Doctorate) in 1921 and 1922, and was Chairman of the Committee on Labor and Industries.
