Deming, Horace Edward was born on March 31, 1850 in Palmyra, New York, United States. Son of Jeremiah P. H. and Mary (Colt) Deming.

Education

Bachelor of Arts, Harvard, 1871. Traveling in Europe and Orient, 1871-1873. Harvard Graduate School, 1873-1874, Law School, 1874-1876.

Career

Guy Spalding, Agathe. Admitted to bar, 1877, and entered practice. A founder, 1880 (president and chairman of the executive committee, 1880-1882), Brooklyn Young Republican Club.

Chairman of the executive committee National Committee of Republicans and Independents, 1884. As special counsel of commissioner of accounts, investigated Corporate Counsel’s office, New York, 1885. A founder and member Executive Committee Commonwealth Club, which started ballot reform movement in New York, 1886-1887.

A founder and trustee Reform Club, 1887. Chairman general committee New York Ballot Reform League, 1888-1890. Chairman of the executive committee People’s Municipal League, 1891.

A founder National Municipal League, 1894. Member special committee of municipal reform orgns. to draft proposed changes in New York constitution, and of special committee that drafted state civil service reform clause of New York constitution, 1894. Counsel senate committee of investigation into administration of state civil service, 1894.

On special committee New York Bar Association to report on proposed new charter of Greater New York, and represented bar association before mayor and governor in opposition to proposed charter, 1897.
