Bernea was born on September 14, 1938, in Bucharest, Romania. He was the son of Ernest and Maria Bernea. His father was a well-known sociologist and ethnologist.
Horia Bernea was a student of the courses of the Faculty of Mathematics and Physics of the University of Bucharest from 1957 to 1959, between 1959 and 1965 of the Technical School of Architecture and between 1962-1965 Pedagogical Institute (department of Drawing).
Bernea debuted as a painter in 1965, when he held his first exhibition at the Youth Centers of the Artists Union. After that he had a great number of personal and group exhibitions, including those at the Richard Demarco Gallery (1970-1971), the College Gallery of the University of Birmingham, Sigi Krauss Gallery in Covent Garden (1971), Compass Gallery in Glasgow (1971), Richard Demarco Gallery (1976), Generative Art Gallery, London (1976), etc.
Between 1998 and 1999, he together with theologian, anthropologist and diplomat Teodor Baconsky presented an illustrated testimony of "Byzantine Rome", titled "Roma caput mundi. A subjective guide to the Eternal Citadel". There were numerous dialogues, notes, photographs, watercolours and drawings.
Horia Bernea joined the Historical Monuments Commission and the Reflection Group for Church Reform. In the year 1997, the Department of Contemporary Art of the National Art Museum of Romania, published an album of paintings produced by Horia Bernea.
In 1990 Andrei Plesu, then Minister of Culture, appointed Horia Bernea a director of the Museum of the Romanian Peasant. This position the artist held until his death. After a number of temporary exhibitions, it was only in the spring of 1993 that the Museum opened its first part of the permanent exhibition. The opening of the icon rooms followed in 1994, and in 1996 the inauguration of the Museum floor. However, the museum had some financial difficulties. In the years after its opening, museum collections continued to replenish due to donations.
