He was a teacher at the Osaka English School in the early years of the Meiji Era. When he was an interpreter of the Kanagawa Prefectural Office, his talents were recognized by Munemitsu Mutsu (1872). Mutsu promoted him to superintendent of the Yokohama Customs Office (1874). He then went to England to study law. Upon his return to Japan, he joined the Liberal Party. Was jailed for his advocacy of civil rights (1888). After the Parliament was established (1890) he was elected to the House of Representatives and became famous as its second Speaker. Was appointed Minister to the United States (1896). When the coalition Cabinet of Itagaki and Okuma was formed (1898), he opposed it and caused the split of the Kenseikai Party. Was appointed Communications Minister in the Cabinet of Prince Hiroburai Ito (1900). Wielded power also as a member of the Tokyo Municipal Council. Became chairman of the Tokyo Municipal Assembly. He was so energetic and authoritative in handling municipal affairs that he made many enemies. Was assassinated by Sotard Iba on June 21,1901.
