Hosokawa was born in 1888 in Toyama Prefecture.
Graduated from Social Science Course of Tokyo University. As member of Ohara Social Problems Research Institute devoted himself to study of international and labor problems.
From the early days of Showa Era until World War II kept clamoring against war and once was arrested for his writings (1942); was elected twice to House of Councilors (1947 and 1950); presently serves as director of Social Sciences Research Institute. Works include “On Asiatic Races”; “The Trend of World History and Japan”.
