Hosokawa was born the fourth son of Morihisa Hosokawa in Kumamoto, he has created a baron and later made a marquis upon becoming the head of the main Hosokawa family (1914).

Left Tokyo University halfway, he became president of the Tokyo Geographical Society, and a member of the North Pole Exploration Society and president of the National Treasure Preservation Society.
Was also a director or adviser of a number of organizations including the National Park Committee, International Tourist Industry Committee, Tokyo Geological Society and the Noh Drama Association. Is a member of the Cultural Assets Preservation Committee.
