Son of Takanaga Iwaki, lord of the Kameda Clan. Was adopted by Masasato Hotta, lord of the Miyagawa clan in Omi Province (Shiga Prefecture).
Became lord of the Miyagawa clan (1863). After the Meiji Restoration (1868), he participated in the administration of Tokyo City, served as a ward mayor in Tokyo and Vice-Speaker of the Tokyo Prefectural Assembly. After the Diet was established (1890), he was elected a member of the House of Peers and became well-known as a leader of the Kenkyu~kai Party. An expert in railway administration, he helped in mapping out various public work projects also.
