Barrister 1880, and practised on the Northern Circuit.

Member of Parliament (Liberal) Roxburghshire, 1880-1886. Liberal Unionist 1886-1892, when he was defeated by Honourable Mark Napier.

Stood for City of Durham 1895, when he was defeated by one vote. Financial Secretary to Treasury, 1903-1906.

Member of Parliament (Liberal) City of Durham, 1898 - 1906. Editor of the Edinburgh Review since 1895.
