Hozumi was born in the family of a retainer of the Uwajima Clan (Ehime Prefecture).
Hozumi studied law at the Kaiseik5 School in Tokyo, then in England and Germany (1876-81).
Was appointed instructor at Tokyo University (1881), dean of its Law School (1882) and a member of the House of Peers (1890). Was also president of the Imperial Academy, and the Privy Council. Was a pioneer in Japan’s jurisprudence.
