Tai-Chang, Hsia was born on January 14, 1953 in Taichung City, Taiwan. Son of Hsia Yeong and Tao Jiing-Shin.

Bachelor of Science in Avionic, Chinese Air Force Academy, Kaohsiung County, Taiwan, 1974. Master of Science in Management Science, Tamkang University, Taipei County, Taiwan, 1980. Doctor of Philosophy in Industrial Engineering and Management, National Chiao Tung University, Hsinchu City, Taiwan, 1997.

Chief avionic and armament shop, aircraft manufactory Aerospace Industrial Development Corporation, Chungshan Institute of Science and Technology, Taichung City, 1985—1991, deputy director, flight and maintenance department, aircraft manufactory, 1991—1992. Teacher, sunday school Taichung Catholic Cathedral, since 1995.
