Speaking at Toufen Elementary School at Toufen Township, Miaoli County on 8 January 2014 as a Chinese Nationalist Party legislator, Hsu announced his intention to run for 2014 Miaoli County magistrate election which would be held at the end of 2014. Toufen Village chief Hsu Ting-chen said that Hsu would be able to expedite the development of the county due to his abundant experience and knowledge of the area.
