Background
CLIFFORD, Hugh was born on March 5, 1866 in London. Son of Major-General the Honourable Sir IT. H. Clifford, Victoria Cross, Companion of the Bath, Knight Commander of St. Michael and St. George (d. 1883), and Josephine, daughter of Joseph Anstice, of King’s College.
Education
Woburn Park, under late Lord Petre. Passed for Sandhurst with an Honourable Queen’s Cadetship in 1883, but instead joined the Malay States Civil Service as a cadet. Passed final examinations in Malay, 1884.
Sent on special mission to Sultan of Pahang in 1887. Governor’s Agent, Pahang, 88. Superintendent Ulu Pahang, 1889.
Acting Resident, Pahang, at different times from 1890 -1895. British Resident, Pahang, 99. Nominated by Colonial Office to post of Governor North Borneo and Labuan under Chartered Company 1900, but resigned owing to disapproval of Company’s methods.
Career
Reappointed Resident, Pahang, 1901. Colonial Secretary, Trinidad and Tobago, 1903-1907. Administered Government of Trinidad, 1904 and 1906, and Government of Ceylon, 1907 and 1909. Fellow of the Royal Colonial Institute; Colonial Secretary, Ceylon, since 1907.
