He was baptised at Totteridge, Hertfordshire, 2 July 1668, the eldest surviving son of Henry Hare, 2nd Baron Coleraine, by his first wife, Constantia, daughter of Sir Richard Lucy, of Broxbourne, Hertfordshire.
