In 1921 he graduated from Political Science Department of Tokyo University.
In 1940 with Sakuzo Yoshino, Iso-o Abe and others he founded Japan Fabian Society and Japan Independent Labor Society and participated in movement to enlighten people's thought. Hara Hyo participated in formation of Social People's Party in 1940, thereby promoting the proletarian movement in the same year. He organized Socialist Party becoming member of its central executive committee in 1945. Since 1947 he was elected four times to House of Representatives. He was nominated Vice-chairman of House of Representatives in 1953.
