In this extended analogy between the cooperative and competitive behaviour displayed by large commercial firms and that shown by large, powerful states in the acquisition of armaments, explanations are derived for the instability of both the arms race and arms control behaviour and a study is made of the vital bargaining and negotiating process which invariably precedes any formal arms control agreement.
