Graduated from the Law Department of Tokyo University (1932).
Appointed deputy consul at San Francisco (1939), and assigned to the Japanese Embassy at Moscow as secretary (1941-45). After the war, assigned to the Yokohama Office of the Liaison Bureau, the Yokohama Special Construction Office of the War Damage Reconstruction Board and then the cabinet secretariat, Appointed chief of the Special Property Department of the Reparation Board (1951) and later vice-director of the Reparations Board. Appointed director of the Overseas Office at New Delhi (1952); director of the International Cooperation Bureau, Ministry of Foreign Affairs (1955) and concurrently chief of the Protocol Section.
