He also holds a Doctor of Philosophy in physics and mathematics. He studied also at the Georgetown University Between 1992 and 1994, he worked for the President of Moldova.
Since 1995, he has been a correspondent for the Moldova Azi online magazine and for the Vocea Civica newspaper. Between 2000-2008, Boţan worked as political commentator for Radio Free Europe, British Broadcasting Corporation, and The Economist Intelligence Unit. Since 1999, he has been the Executive Director of the Association for Participative Democracy (ADEPT) (Romanian: Asociaţia pentru democraţie participativă ADEPT), one of the most qualified Non-governmental organizations in the field of electoral problems.
He has been working for Publika television since 2010.
