Igor Gromyko was born on the 25th of June, 1954. He is the son of a diplomat; grandson of the Minister of Foreign Affairs of the USSR A.A Gromyko.

In 1976 he graduated from Moscow State Institute of International Relations of the Ministry of Foreign Affairs of USSR.He speaks English.
Since 1975, he occupied various posts in the central apparatus of the Ministry of Foreign Affairs of USSR and foreign missions.
Between 2003–2006, he was the Minister-Counsellor of the Russian Embassy in Armenia, since 2007, he was the Deputy Director of the Fourth Department of Commonwealth of Independent States by Ministry of Foreign Affairs of Russian Federation.
On 28 December 2009 he was appointed the permanent representative to the statutory and other bodies of the Commonwealth of Independent States in Minsk. Since February 2006, he has the rank of Ambassador Extraordinary and Plenipotentiary of the 2nd class.
