Did revol work in Moscow. Frequently arrested by Tsarist authorities. During Civil War fought in Red Army.
Head, Polit Department, 8th Army. Tate 1919-1920 chairman, Kursk Province Executive Committee. Also Party and government work in Khar’kov.
1920, during trade-union controversy, sided with Trotsky. From 1921 secretary, Nikolayev Province Executive Committee. 1923-1924 chairman, Yaroslavl’ Province Executive Committee and secretary, Yaroslavl’ Province Russian Communist Party (Bolsheviks) Committee.
1925 worked in Centr Asia. 1926-1928 exec instructor, Central Committee, All-Union Communist Party (Bolsheviks). Secretary, Bryansk Province All-Union Communist Party (Bolsheviks) Committee.
From 1929 chairman, Western Oblast Executive Committee. From March 1933 chairman, Khar’kov Oblast Executive Committee and Khar’kov City Soviet. 1934-1937 first deputy chairman, Ukraine Council of People's Commissar.
At 16th and 17th Party Congresses elected member, All-Union Communist Party (Bolsheviks) Auditing Commission. At 12th and 13th Congresses of Communist Party (Bolsheviks) Ukraine elected member, Central Committee, Communist Party (Bolsheviks) Ukraine. 1934-1936 candidate Political Bureau member, from 1937 Political Bureau member, Central Committee, Communist Party (Bolsheviks) Ukraine.
Member, All-Ukraine and L1SSR Central Executive Committee. Arrested by State Security organs.
