Ilene Cooper was born on March 10, 1948, in Chicago, Illinois, United States. She is the daughter of Morris and Lillian Cooper (Friedman).
Cooper graduated from Sullivan High School. She then graduated from the University of Missouri with a bachelor's degree and obtained her Master of Studies in Law from Rosary College.
Cooper began her career as a children's librarian at the Winnetka Public Library in 1976 and since 1985, she works as a children’s book editor at the book review magazine Booklist and as a freelance writer, based in Chicago, Illinois.
