Inanushi Ota was born in 1840 in Kozuke Province,Gumma, Japan. He was a son of Toshimaro, a Shinto ritualist.

He became a disciple of Kanetane Hirata, scholar of Shintoism and national classics.
With his friends he unsuccessfully tried to stage a rebellion against the Shogunate (1867). When lmperial forces approached Edo via the Tosando Highway (1868), he and his friends joined them at Itabashi. Served as a Shinto ritualist in the Imperial Palace after the Meiji Restoration (1868) but resigned due to illness. Returned to his native place and became a shrine priest.
