After graduating from Waseda University became interested in present movements. As a result joined Shaminto (Social Democrat Party), then Kokka Shakaito (National Socialist Party) and later Tohokai, from which he was elected to the Prefectural Assembly. After World War II served successively as Chairman of Zenkoku Shounpan To Kumiai Rengokai (National Federation of Transport Unions), vice-chairman of Zenkoku Nogyokai (National Agricultural Association), secretary and chairman of Nomin Kumiai Sodomei (Federation of Farmers Union) and was member of former Rightwing Socialist Party, on whose ticket he was elected to House of Representatives thrice.
