Inokuma Natsuki was born in 1834. he was the son of a priest of Shiratori Shrine in Sanuki Province, Kagawa Prefecture.

First studied Buddhism and Confucianism and then turned his attention to Japanese classics.
Later laid the foundation for the erection ot the Shiramine-no-miya (shrine in Kagawa Prefecture) and for holding the annual festival at Ise Shrine. Lectured on the ancient history of Japan to Emperor Meiji and other members of the Imperial Family (1907).
