Apanasenko was born on 3rd April 1890 in Mitrofanovskoye, Novogrigoryevsk parish, Stavropol province, Russian Empire (nowadays Russian Federation). He came from a peasant background.
Apanasenko graduated from a three-year church parish school. He finished military-academic training courses (1923) and advanced training courses for senior officers (1928). In 1932 he graduated from Military Academy named after M. V. Frunze.
He participated in the WWI and in the Civil war. In 1930 he commanded the Cavalry Division Corps. Apanasenko was a Deputy commander of the Belarusian (1935-1937) and Central Asian (1938-1941) military districts. In 1941-1943 he was the Commander of the Far Eastern Front, and since May 1943 – the Deputy commander of the Voronezh Front. Iosif Apanasenko died of wounds received during the Battle of Kursk.
In 1949, a monument to Apanasenko made by sculptor N. V. Tomsky was opened in the city of Belgorod.
