Together with P. North. Milyukov edited Participant) newspapers Narodnaya Svoboda (December 1905) and Rech' (until 1918). Saint St. Petersburg deputy to 2nd State Duma. After 1917 October Rcvol opposed Soviet regime.
During Civil War actively supported General Yudenich. Then emigrated; from 1921 edited and published newspaper Rul’ in Berlin.
