1905 arrested for smuggling illegal lit and sentenced to eight months in prison. Lrom November 1905 member, then secretary, Nikolaycv Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. January 1906 arrested and exiled to Vologda Province whence he escaped lo Nikolayev.
Re-arrested and exiled to Olonets Province, whence he also escaped. 1907 worked in Moscow as Party organizer in Lefortov Rayon, then exec rayon organizer. Member, Moscow City Bolshevik Committee.
1910 tried by Moscow City Court for membership in the Party. From 1912 contributed to Bolshevik journal Prosveshcheniye 1917 member, Moscow Group, Social-Democratic amalgamationists. During 1917 October rebellion fought in Moscow’s Sushchevsko-March’inskiy Rayon.
Chairman, Sushchevsko-March’inskiy Rayon Soviet of Workers, Peasants and Soldiers’ Deputy. Early 1918 head, Polit Department, and member, Rcvol Military Committee, Southern Front. 1919 Moscow Commissar of Labor.
Chairman Kazan’ Province Executive Committee. 1920 chairman, Tula Province Executive Committee. Then secretary, Siberian Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
1922-1928 Deputy People's Commissar of Education. 1928-1932 Soviet plenipotentiary in Italy, then Turkey. 1932-1934 deputy chairman, Committee of Higher Technical Education, Union of the Soviet Socialist Republics Central Executive Committee.
1934-1938 head Therapy and Sanitation Board, Union of the Soviet Socialist Republics Council of People's Commissar. 1938 arrested by State Security organs.
