She was born in Krasnoyarsk region in a family of the military man.

In 1976 she graduated from the Belarusian State University. In 1983 she defended her thesis "Material requirements in the intensive expansion of production." In 1991 she defended her doctoral thesis on the topic "State regulation in market systems."
Since 1995 she worked in the BSU. In 1997 she received the title of professor. Then in 1998, she trained at the University of Utrecht (Netherlands).
Irina Novikova published more than 100 scientific, methodological and academic works.
Irina Novikova worked out several special courses that are taught in the Belarussian State University and other universities: State regulation of market systems, System methodology in economic research, Globalization and market (24 hours).
Irina Novikova took an active part in preparing of a national report on human development in 2000 “Belarus: a choice of a way” (The program of UNDP).
She is the author of two article in this report: “New economic and social challenges of the XXI century”, “Belarus and united Europe”.
Irina Novikova is an honorable citizen of Indianapolis (USA).

In 2001 she was awarded a grant by the Fund of Fundamental Research “To work out variants of regional integration of national economy of the Republic of Belarus under conditions of the world economic system globalization” (a project manager)
