Graduate Saratov Elementary College.
1906-1907 Party and trade-union work. 1908 arrested and exiled to Orenburg Province. 1909 fled from exile.
Worked in Astrakhan’ and Penza, then returned to Orenburg, where he worked for railroad. 1910 arrested and exiled again. Settled in Samara, established contact with Party organisation and did extensive Party work.
1912 rearrested and exiled for three years to Narym. 1913 fled from exile but was shortly arrested and returned to Narym. 1914 again fled from exile.
Worked in Samara, then Moscow, 1915 moved to Sormovo and worked as secretary of a sick insurance fund. Within a few weeks arrested and exiled to Verkholensk Uyezd, Yakutsk Province. Late 1916 fled to Moscow.
After 1917 February Revol organizer, Moscow’s Basmannyy Rayon Party Organisation Then chairman, Basmannyy Rayon Soviet. 1918-1920 exec Party work in Moscow.
1920 secretary, Moscow Party Committee, then Collegium member, People's Commissariat of Food. 1921-1924 again secretary, Moscow Party Committee. 1924 secretary, Central Committee, All-Union Communist Party (Bolsheviks).
1924-1931 secretary, Centr Asian Bureau, Central Committee, All-Union Communist Party (Bolsheviks). From 1931 chairman, Centr Union of Consumer Social. At 10th Party Congress elected candidate member, at 11th Party Congress — member, Central Committee, All-Union Communist Party (Bolsheviks).
Member, Union of the Soviet Socialist Republics Central Executive Committee. Arrested by State Security organs. March 1938 sentenced to death by Military Collegium, Union of the Soviet Socialist Republics Supreme Court.
