Educated at Lukani, Lemira, Nkwalembwe and Sanawari Primary Schools before going to Old Moshi and Tabora Secondary Schools. He went to university at Makerere reading economics for an arts BA. He then did further studies at Oslo in Norway and Pennsylvania, New York.
He returned to teach at llboru, Tabora, Mzumbe and Mawenzi Secondary Schools, before he was appointed Counsellor at the Tanzania Embassy in Moscow, moving later to the Tanzania High Commission in Ottawa, Canada.
He returned home to become regional education officer in the Arusha Region and then became Principal of Kivukoni College, the party’s ideological training college.
He stood in the 1970 elections and won his seat in the Hai constituency in the Moshi district and was appointed Minister of State for Foreign Affairs. He held the portfolio until the cabinet reshuffle of February 17, 1972, when he was transferred to the Ministry of Water Development and Power.
Highly educated, with wide experience in teaching and in the diplomatic service, also a staunch supporter of President Nyerere, though not a long serving party stalwart. A careful, rather than a decisive minister, he would be quite happy to be out of the limelight in a teaching or academic post.
