Isamu Shioya graduated from Tottori Middle School (1922). He passed Administration Branch of Higher Civil Service Examination (1926).
Isamu Shioya was appointed local administrative official (1930) and later served as chief of various sections and departments of Hokkaido District Government, Hyogo, Hiroshima, Tokushima and Tochigi Prefectural governments and Kanto-shu-cho (Kwantung Provincial Government), ultimately becoming chief of Labor Department of Osaka Prefectural Government.
Appointed director of Osaka Labor Standard Bureau (1947) and then chairman of Osaka Prefectural Local Labor Relations Committee and member of Public Interest Representatives' Committee of Central Labor Standard Council (since 1947).
As representative of Japanese Government attended Asia District Conference of International Labor Organization (1950).
