Isao Tsukinari began his secondary education in 1879, at Koyo Gijuku School in Fukuoka.
When Japan annexed Formosa in 1895, Tsukinari had a plan to construct a railway line there, but could not get the government's permission, so instead began mining operations at Kumamoto Prefecture, and founded a rice exchange depot.
During the Russo-Japanese War (1904-1905) he went to Korea, and realizing its potentialities stayed behind and founded the Japan Settlement Corporation in 1908. Toward his end he returned to Fukuoka and became director of Genyosha Party.
